The Legislative and Judicial Challenges Workshop in Dubai is a free morning session hosted by Dubai Chambers together with the Supreme Legislation Committee on Monday 16 November 2026. Held in English on the 13th floor of Dubai Chambers on Baniyas Road in Deira, it examines the legal hurdles companies in the emirate face and how they shape compliance, day-to-day operations and the way commercial disputes are settled, with the aim of turning the discussion into practical recommendations.
Why Dubai Chambers and the Supreme Legislation Committee Are Asking Business
Companies in Dubai work within two layers of law: federal legislation that applies across the UAE and local rules set by the emirate. When laws change often or responsibilities overlap, businesses can struggle to know exactly where they stand. This workshop gives business people and legal professionals a direct forum to raise those pressure points with the people involved in shaping Dubai’s legislation.
It builds on an established relationship. The General Secretariat of the Supreme Legislation Committee has previously worked with Dubai Chambers to gather private sector feedback on draft legislation, including a consultation with 40 selected companies, and it runs its own awareness sessions for government legal professionals on topics such as consistency between federal and local laws. The organisers’ stated goal for this morning is to pin down the main legislative challenges, understand their knock-on effects and produce useful suggestions.
Inside the Legislative and Judicial Challenges Workshop
The morning, which runs between 9am and 12:30pm, is split into two sessions, each with its own focus.
Session One: Federal and Local Legislation in Practice
The first session deals with the difficulty of understanding and applying federal and local laws side by side. Discussion covers how companies keep up with a steady stream of legislative amendments and what that pace of change means for compliance, situations where federal and local authorities have overlapping jurisdiction, and differences in procedure between one local authority and another or between departments within the same emirate.
Session Two: Commercial Companies and Their Disputes
The second session turns to the legislative and judicial framework that governs commercial companies and the resolution of their disputes. It asks how well the current set-up works when companies end up in a dispute, whether a joined-up, specialised legislative and judicial framework for special economic zones would be realistic, and what such a framework could mean for legal certainty and for Dubai’s competitiveness as a place to do business.
Participants are encouraged to bring real examples from their own work. Specific cases of conflicting requirements or drawn-out disputes give the organisers the material they need to frame recommendations.
Part of Dubai Chambers’ Legal Awareness Programme
Dubai Chambers, whose roots go back to 1965 and which was restructured in 2021 into three chambers covering commerce, international trade and the digital economy, runs a regular series of legal workshops for its members. Recent sessions have covered company restructuring laws, commercial contracts, e-commerce regulation, intellectual property, data privacy and corporate tax, and the chamber has reported reaching around 600 members of the business community through its legal awareness programme.
This workshop differs in that it looks at the legal system itself rather than a single law. Instead of explaining how to comply with a specific regulation, it invites companies to say where the overall framework creates friction, which is useful input for anyone who wants to influence how rules develop.
Who Should Attend
The subject will appeal most to business owners, company directors and senior managers, in-house counsel, compliance officers and the lawyers and consultants who advise them. If you have had to untangle conflicting requirements from different authorities, or watched a commercial dispute drag on longer than expected, you will have plenty to contribute. It is also relevant for people in policy, government relations or regulatory affairs roles who want to hear what the business community sees as the biggest obstacles, and for companies operating in or considering Dubai’s special economic zones.
